Employment Exchange Registration:

The Employment Exchange Registration Certificate is mandatory for Grade C and D government jobs in Assam. Since 27.09.2021, registration is online via the SEWA SETU portal.

Candidates registered before 02.01.2024 must re-register by 31.12.2024 to remain eligible. This digitization simplifies and improves accessibility.

Eligibility Criteria

  • Age Limit: Indian citizens above 14 years who are permanent residents of Assam can register.
  • Domicile: Registration is allowed in only one Employment Exchange within the candidate’s district of residence.
  • NOC for Employed Candidates: Those already employed and seeking better opportunities must provide a "No Objection Certificate" (NOC) from their current employer.

How to Apply for Online Employment Exchange Registration?

Candidates who wish to register their names in Employment Exchanges of Assam can apply through the official web portal of the Department of Skill, Employment, and Entrepreneurship, Assam. There are two modes for online registration:

  • Aadhaar-Based Verification: Faster process using Aadhaar data.
  • Non-Aadhaar Based Verification: For those without Aadhaar, verification is done through other valid documents.

AADHAAR Based Verification for Employment Exchange Registration

  • Visit the Portal: Go to the Employment Exchange Registration page.
  • Register: Click "Register", then enter your details (name, email, phone, password, state).
  • Choose AADHAAR Option: Select "Apply with AADHAAR".
  • Login: Use your Login ID and OTP to log in.
  • Fill Information: Complete the required details.
  • Upload Documents: Scan and upload your educational certificates in one PDF.
  • Submit: After submission, you’ll receive your Employment Exchange Card in your email.

This is an easy online method for registration using your AADHAAR details.

Non-AADHAAR Based Verification for Employment Exchange Registration

  • Visit the Portal: Go to the Employment Exchange Registration page.
  • Register: Click "Register", then enter your details (name, email, phone, password, state).
  • Choose Non-AADHAAR Option: Select "Apply without AADHAAR".
  • Login: Use your Login ID and OTP to log in.
  • Enter Information: Fill in your personal and educational details.
  • Schedule Verification: Choose a date and time for document verification.
  • Visit the Office: Go to the Employment Exchange for document verification.
  • Receive Certificate: After verification, you’ll get your Employment Exchange Registration Certificate.

Documents required for online Employment Exchange Registration:

  • Mobile Number: A valid and active mobile number to complete the registration process.
  • Educational Qualification Documents: A single PDF of all pass certificates and mark sheets (lowest to highest level).
  • Age Proof: Any one of the following as proof of age:
    • Birth Certificate
    • HSLC Admit Card
    • School Certificate
  • Proof of Residency: Any one of the following documents:
    • Aadhaar Card with a permanent address within Assam
    • Driving License (Self or Parents)
    • Copy of Chitha/Jamabandi (Self or Parents)
    • Copy of Passport (Self or Parents)
    • Certified Copy of Electoral Roll/EPIC (Self or Parents)
  • Caste Certificate: If applicable, candidates belonging to SC/ST/OBC/MOBC/EWS categories should upload their caste certificate.
  • PWD (Persons with Disabilities) Certificate: For PWD candidates, a disability certificate issued by the competent authority is required.
  • Experience Certificate: For candidates who are already employed, an experience certificate (if applicable) should be uploaded.
  • Non-Creamy Layer Certificate: For OBC/MOBC-NCL candidates, a Non-Creamy Layer Certificate is required.

Ensure that all the documents are scanned clearly to avoid rejection of the application.

  2. Choose the appropriate registration mode (Aadhaar or Non-Aadhaar).

The Employment Exchange Registration process is free of charge. If candidates opt to apply through PFC (Public Facilitation Center) or CSC (Common Service Center), they may incur additional service charges. Here are the charges:

  • Statutory charges: NIL
  • Service charge (through PFC/CSC): ₹30
  • Printing charge (if printed at PFC/CSC): ₹10 per page
  • Scanning charge (if documents are scanned at PFC/CSC): ₹5 per page
  • Convenience fee: ₹10

Renewal of Employment Exchange Registration Certificate:

  • Renewal Frequency: Every 3 years, in the due month indicated on the Registration card.
  • Grace Period: 3 months after the due month. Failure to renew during this period will lead to the cancellation of registration.
  • No renewal after expiry of grace period.

  • Name of the holder
  • Date of birth
  • Registration date

  • Permanent address
