Mission Basundhara 3.0: A Comprehensive Guide to the 2024 Initiative

Mission Basundhara Components

Mission Basundhara is divided into three components. The following are the components:

  • Land record purification in mission mode:
  • Polygon survey of 672 non-cadastral villages that have yet to be surveyed: According to Land Policy, 2019, the polygon survey of NC villages would prepare the ground for providing land rights to indigenous landless people who live in these villages.
  • Using hybrid approach, re-survey of 18789 cadastral villages in 27 districts: Re-survey of all cadastral villages will pave the path for unambiguous titles.

Basundhara Mission's Core Services

Mission Basundhara, initiated by the Government of Assam, has been progressively expanded since its launch in 2021 to streamline land record management and provide various land-related services to citizens. Over time, the initiative has evolved to include new services under different phases, with the latest being Mission Basundhara 3.0, launched on October 20, 2024. Here's a breakdown of the services offered in each phase:

Mission Basundhara 3.0 Services

  1. Settlement of unsettled erstwhile Bhoodan/Gramdan Lands
  2. Granting ownership rights to occupancy tenants in townlands that were previously rural lands
  3. Offering reclassification suits
  4. End-to-end digitalization of Annual Patta to Periodic Patta (PP) conversion with rationalized rates in town and its peripheral areas
  5. Limited conversion of tea grant land to periodic patta
  6. Digitalized settlement of land to non-individual juridical entities
  7. Settlement of land in surveyed N.C. village under SVAMITVA

Mission Basundhara 2.0 Services

  1. Settlement of Khas and ceiling surplus land
  2. Settlement of occupancy tenants
  3. Settlement of special cultivators
  4. Settlement of hereditary land of tribal communities
  5. Settlement of AP (Annual Patta) transferred land from the original AP holder
  6. Regularization of settlement of PGR (Pasture Grazing Reserve) and VGR (Village Grazing Reserve) land

  3. Partition for undisputed cases

  6. Conversion from Annual Patta to Periodic Patta
  7. Striking out of name from patta
  8. Mobile number update
  9. Name correction
  10. Area correction

Services under Mission Basundhara 3.0

1. Settlement of unsettled erstwhile Bhoodan/Gramdan Lands

  • Grants ownership rights to Occupancy Tenants under the Assam (Temporary Settled Areas) Tenancy Act, 1971.
  • Documents Required:
    • Certificate of legal heirs (if applicable)
    • Rent Receipt
    • Copy of Rayati Khatian

 2. Offering Reclassification Suits

  • Allows landholders to reclassify land if its usage changes (e.g., agricultural → residential/commercial/industrial).
  • Ensures compliance with land use regulations.
  • Documents Required:
    • Up-to-date Land Revenue Receipt

3. End-to-End Digitalization of Annual Patta to PP Conversion

  • Converts Annual Patta (yearly lease land) into Periodic Patta (long-term ownership) at rationalized rates.
  • Makes land eligible for legal transactions and transfers.
  • Documents Required:
    • Land details
    • Up-to-date Land Revenue Receipt
    • Copy of Annual Patta
    • Trace Map of Scheduled Land

4. Limited Conversion of Tea Grant Land to Periodic Patta

  • Allows legal conversion of Tea Grant/Tea Patta land to Myadi Patta (full ownership) for non-tea purposes.
  • Documents Required:
    • Registered Deed (on or before 31.12.2022)
    • Up-to-date Land Revenue Receipt

5. Digitalized Settlement of Land to Non-Individual Juridical Entities

  • Allows organizations (government bodies, educational, religious, socio-cultural institutions) to apply for land allotment.
  • Covers land for infrastructure projects, religious sites, and public spaces.
  • Documents Required: As per the official website.

6. Settlement of Land in Surveyed N.C. Village under SVAMITVA

  • Grants legal ownership to landholders in surveyed Non-Cadastral (NC) villages under the SVAMITVA Scheme.
  • Aims for an NC Village Free Assam by integrating un-surveyed lands into formal records.
  • Documents Required:
    • Caste Certificate
    • Bedakhali Jorimona Paid Receipt
    • Proof of hereditary land

7. Review of MB 2.0 Cases Pending for Clarification

  • Reviews unresolved land cases from Mission Basundhara 2.0 that need further clarification.

Access the Official Portal

  • The Mission Basundhara portal will open.

Select the Desired Service

  • Scroll down to the "List of Services" section.
  • Click on the "Apply Now" button for the required service.

Login with Mobile Number

  • A pop-up window will appear.
  • Enter your mobile number and verify it using OTP.

Fill in the Required Details

  • After successful login, the portal will display four sections:

    Review & Submit

Submit the Application

    • Enter all required details.
    • Upload the necessary documents.
    • Click on the Submit button to complete the process.
