Mission Bhumiputra – Assam Caste Certificate
Mission Bhumiputra, launched by Chief Minister Dr. Himanta Biswa Sarma on 1st August 2022, aims to simplify the process of obtaining caste certificates for students in Assam.
Under this initiative, the government has moved away from the manual system and introduced a digital platform where students can apply for Scheduled Caste, Scheduled Tribe (Hills), Scheduled Tribe (Plains), and OBC/MOBC certificates.
This initiative, managed by the Department of Welfare of Plain Tribes and Backward Classes, ensures easy and accessible public service, making it convenient for students to submit applications online through the Mission Bhumiputra portal.

Eligibility of Mission Bhumiputra
Single Application:

- A single application form will be used for all castes, ensuring a uniform and simplified procedure for issuing caste certificates.
Transparent, Digital & Fast Application Process:

- The certificates will be available in the DigiLocker under the IT Act, digitally signed by the respective Deputy Commissioners.
- If the father’s caste certificate is submitted and found genuine, the certificate will be issued instantly.
- If an enquiry is required, it must be completed within 30 days, extendable by 15 days with due justification.
- Details of all certificates issued will be available for public view.
Special Drive:

- A special drive will be initiated for the issue of caste certificates.
- The drive will initially cover students from Class IX-XII.
- Deputy Commissioners will provide the format of applications for caste certificates to the Headmasters of educational institutions.
- The issued certificates will be distributed through principals/headmasters.
How to Apply for Assam Caste Certificate:
Applicants who belong to the eligible caste categories and wish to obtain their caste certificate can follow these steps to apply through the Mission Bhumiputra portal:
- Scroll Down: Visit the official Mission Bhumiputra portal and check the "Important Web-Links" section below.
- Click on Application Link: Click on the "Mission Bhumiputra Online Application" link.
- Register: Click on the "New Account" option to register.
- Login: After successful registration, log in using your Username and Password.
- New Application: Once logged in, click on the "New Application" option.
- Fill the Application Form: Carefully fill in the application form with all required information.
- Upload Documents: Upload the scanned copies of your supporting documents.
- Submit Application: Finally, submit your application.
- Acknowledgment: After successful submission, you will receive an acknowledgment copy. Save it for future reference.
Documents to be Uploaded for Caste Certificate Online Application
Candidates must upload the scanned copies of the following documents:
- Applicant's Photo – Mandatory
- Proof of Date of Birth – One of the following:
- Birth Certificate
- Aadhar Card
- PAN Card
- Admit Card issued by any recognized Board – Mandatory
- Proof of Residence – One of the following:
- Permanent Resident Certificate
- Aadhar Card
- EPIC (Electors Photo Identity Card)
- Land Document
- Electricity Bill
- Ration Card (of Applicant or Parent) – Mandatory
- Caste Certificate of Father – Mandatory
- Recommendation of Authorized Caste/Tribe/Community Organization (if father’s caste certificate is not available) – Mandatory
- Any Other Document – Optional documents include:
- Voter List
- Affidavit
- Existing Caste Certificate, etc.
- Scanned Copy of the Application Form – Mandatory (if applying from PFC/CSC)

Application Fee for Issuance of Caste Certificate
Anyone applying for the issuance of a caste certificate needs to pay the following charges as applicable:
- Service Charge (through PFC/CSC): Rs. 30
- Printing Charge (if printed from PFC/CSC): Rs. 10 per page
- Scanning Charge (if documents are scanned in PFC/CSC): Rs. 5 per page
- User/Statutory Charges: Rs. 30
- Convenience Fee: Rs. 10
